Japan
With a relatively smaller overall populace, Matsumoto is home to petty criminals. Here is where many heroes and villains have begun their respective journeys.
A big city, but not so populous as to attract a lot of illicit attention. As it stands, Osaka is home to many mid-level heroes and villains.
Nagasaki is a surprisingly peaceful place. It tends to be a meeting place of many tourists, and is full of relaxing attractions. Appreciative of the peacefulness, heroes and villains alike take care in not causing stirs. (Villains need vacations too!). This, however, doesn't mean that crime is nonexistent here.
A very industrial city, Kyoto is home to a large populace of heroes and villains. Because of this, it has larger scaled battles between large groups of lower to higher ranked heroes. Sidekicks may find themselves here to help stem the tide of upstart new villains, similarly villains can look to potentially join up with larger gangs.
The capital of Japan and home to some of the strongest heroes and villains. This is a city that has hosted many of the most destructive battles between good and evil that the world has ever seen. While it is possible for smaller heroes and villains to end up here, they will often be swept up by the violence, or vastly overshadowed by the other major players.
Lounge
Come here to take a break from the IC world and talk about nearly anything. Show off your coding, graphics expertise, or hold a poll about who has the coolest character.
When you want to make friends or tell everyone and they mom that you're leaving for some time. Come on in! The water's just fine.
Where you can put your combat skills to the test without it affecting the IC world. There are no rewards for winning bouts, but you sure can learn a lot should you win or lose.
